Brazil imposes anti-dumping on alloy bars from China

Brazil made the final ruling on the first anti-dumping sunset review on alloy bars from China

On November 25, 2022, the Executive Committee of the Foreign Trade Commission of the Brazilian Ministry of Economy (GECEX) issued Resolution No. 420 of 2022, making the first anti-dumping of alloy bars (Portuguese: barras chatas de aço ligado) originating in China The final ruling of the sunset review decided to continue to impose anti-dumping duties on the products involved in China for a period of 5 years, with a tax amount of 437.09 US dollars per ton.

The products involved are made of simple hot rolling, hot drawing, or hot extrusion, neither quick cutting nor silicon manganese steel, with a thickness greater than or equal to 4.5mm and less than or equal to 60mm, and a width greater than or equal to 50mm and less than or equal to 150mm, whether it is round, square, etc. alloy bars, involves products under Mercosur tax code 7228.30.00. The resolution takes effect from the date of publication.

The anti-dumping measures, in this case, do not apply to the following products:

I – SAE Standards: 1000-1099, 1000A-1099A; 1000X-1099X, 1000HX-1099HX, 1000L-1099L, 10B00-10B99, 10L00-10L99; -1399; 1500-1599, 4100-4199, 41L00-41L99; 4300- 4399, 8600-8699; 8600H-8699H; 9200-9299;

II – ABNT Standards: 1000-1099, 1000A-1099A; 1000X-1099X, 1000HX-1099HX, 1000L-1099L, 10B00-10B99, 10L00-10L99; 1100-1199, 1100NB-1199NB, 1120L-19099, -1399; 1500-1599, 4100-4199, 41L00-41L99; 4300-4399, 8600-8699; 8600H-8699H; 9200-9299;

III – DIN standard: C00E-C99E; C00S-C99S; Ck00-Ck99; Cq00-Cq99; C00W-C99W; C00K-C99K; -9SMn99; 11SMn00-11SMn99; 30MnVS00-30MnVS99; 34Cr00-34Cr99; 37Cr00-37Cr99; 92Mn00-92Mn99; 9200-9299;

IV – JIS standard: S00-S99; S00C-S99C; S00CR-S99CR; S00B-S99B;

V-BS standard: 00A00-99A99;

VI – AFNOR Standards: C00-C99; X00-X99; XC00-XC99;

VII – ACCIAIO Standards: 100-199; or

VIII – COPANT Standard: 10B00-10B99

On December 21, 2015, the Brazilian Foreign Trade Commission issued Resolution No. 82, launching an anti-dumping investigation on alloy steel bars originating in China. On November 28, 2016, the Executive Management Committee of the Brazilian Foreign Trade Commission issued Resolution No. 120 of 2016 in the Official Gazette, making an affirmative final ruling on the anti-dumping of alloy steel bars originating in China, and decided to levy anti-dumping for a period of 5 years on the products involved.

Taxes, $495.73 per metric ton, valid through November 28, 2021. On November 26, 2021, Brazil launched the first anti-dumping sunset review investigation on alloy bars originating in China.
